For the spies, They shouldn't be allowed to bribe cities, and I don't think you actually can in this particular scenario.
I'm fine with using them to bribe units and sabotage cities though.
As for the slave unit, I vote for making them the exception to the no re-homing rule.
Plundering was a pretty lucrative business back then and slaves were a vital part of the economy, so making them more valuable by re-homing seems fitting to me.

Yes, Slaves are definately an expection.
Also, I looked at civiliopedia for units, most special units are non-bribable, expect one special unit. Can't recall which one right now though.
