If other Nvidia users want to try this (potential dangerous, proceed at your own risk) solution, here are the steps to follow. It will only work if you have an Nvidia graphics card:
1. Open regedit (a program for editing the Windows Registry, a database of key-value settings) by opening the start menu and typing "regedit" into the search box and pressing enter.
2. Accept the prompt that this program can modify your computer.
3. Press F3 to bring up the search box, type "NV_Modes" into the text field, and make sure the "Values" checkbox is selected. Press search to find the NV_Modes setting.
4. You will see a table of keys, types, and their current value. The NV_Modes setting controls what resolutions are visible to the driver. Right click the NV_Modes line and select "Modify."
5. You will see a text box with the current value. I recommend copy-pasting this into a new document on your desktop to save the old value so you can restore it once CivBE is fixed. Reinstalling your drivers probably works too, but YMMV.
6. The line begins with a prefix, mine is "{*}S", followed by space-separated resolutions and modes. Find the space-separated substring that matches your desired resolution. Mine is "1920x1080x8,16,32,64". Replace all the text following the prefix with your single, desired substring. My total line becomes: {*}S 1920x1080x8,16,32,64
7. Press "OK" and reboot your computer. If you launch CivBE, you should be able to select your native resolution in fullscreen mode. You'll see others besides the native resolution, as the driver appears to auto-fill "normal" resolutions not in the registry.
